In my takes, Kup is Chromia's dad who also lives with her. In Cybertronian culture, it's not uncommon for the in-laws to live with you, but in this rare instance, it's with the wife's in-laws. Technically, their home is a semi-duplex where Kup lives on the basement floor. She inherited her Southern accent from her late mother. Atomic pie is basically the apple pie of Cybertron.
