Just because that's the expected outcome, doesn't mean that should be the desired outcome! Unless, of course, he sent out Azrael to distract Wiglaf while they had someone else do something less... directly threatening for their advantage elsewhere. But, given that Azrael was sent on a Reconnaissance Mission, even if he's known for attacking people, that at least implies that wasn't the plan here. Particularly since Azrael has subordinates.
