If you're talking about POTENTIAL pure physical strength, then being two minutes older doesn't make Arthur stronger. Being male does.
On the other hand, if you're talking about combat ability or ACTUAL strength, then it depends on who has trained harder, who is willing to fight dirtier, and numerous other "Practical" requirements. A male who doesn't put the effort into training their body is weaker than a female who does, and fighting skill is genderless. And we already know that Arthur is gentler than Janus, it was effectively outright stated in Azrael's introduction.
