"Chinese people" and "Someone with curly hair" use the same word in Spanish, "Chino", so that's the joke. Also, it's pretty common in Mexico to name a restaurant after the owner's nickname, so "El Güero" (Blondy), "El Gordo" (Fatso), "El Flaco" (Thin Guy), and "El Chino" are common restaurant names.
